The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) is implementing the Advance Cargo Declaration Solution and Engineering Audit of Upstream Measurement Equipment. These measures are designed to enhance transparency and accountability in the oil and gas sector by tracking crude oil movement, preventing theft, under-declaration, and ensuring only certified products are exported.
The commission revealed that these initiatives, aimed at tracking crude oil exports to ensure transparency and accountability, are being executed in collaboration with P-Lyne Energy and PE Energy Limited. P-Lyne Energy will oversee the Advance Cargo Declaration Solution, while PE Energy Limited will handle the Engineering Audit.
According to a statement released by the commission, the Advance Cargo Declaration Solution is designed to create a comprehensive system for tracking and declaring crude oil transportation and exports from Nigeria.
The statement emphasized that “Its primary objectives include monitoring and accounting for the movement of crude oil within the country, preventing disruptions, theft, and under-declaration, and ensuring that only certified products are exported.”
The Engineering Audit of Upstream Measurement Equipment and Facilities is designed to establish accurate baseline data for all measurement points, identify gaps in production and allocation processes, and implement measures to improve metering infrastructure. It focuses on addressing key challenges, including outdated equipment, the absence of a centralized database, and the lack of real-time production monitoring.
NUPRC Chief Executive Gbenga Komolafe emphasized that these initiatives are in line with the commission’s mandate under the Petroleum Industry Act 2021 to maximize government revenues from upstream petroleum activities.
