Rivers State Governor Siminalayi Fubara is expected to present the state’s 2026 Appropriation Bill to the House of Assembly today, marking a major step in the state’s fiscal planning following the approval of the 2026–2028 Medium-Term Expenditure Framework (MTEF).
The budget presentation will take place at the Assembly Quarters Auditorium, where lawmakers have been holding sittings since the destruction of the Assembly complex during the state’s prolonged political crisis. Government sources say preparations have been concluded, with the proposal expected to outline the administration’s spending priorities for the coming fiscal year.
The proposed budget is anticipated to focus on infrastructure development, economic growth, security, and human capital development while maintaining fiscal discipline. Reports indicate the spending plan is valued at about ₦1.854 trillion and has been tagged the “Budget of Resilience for Growth and Development.”
The presentation also comes after weeks of debate over the state’s budget process. Some stakeholders had argued that the governor was not initially expected to present a fresh budget until mid-2026 because of the extraordinary budget arrangement that followed the period of emergency rule in Rivers State.
