General Musa | Steering Nigeria’s Security into a New Era By Odiawa Ai

In a move underscoring the critical security challenges facing Nigeria, President Bola Tinubu has officially sworn in General Christopher Musa as the nation’s new Defence Minister. The appointment, which followed a swift and standalone Senate confirmation last Wednesday, has drawn significant attention, signaling its profound importance within the current administration’s agenda.

General Musa, previously the Chief of Defence Staff, assumed his new role the day after his confirmation, a notable departure from the usual process amidst ongoing ambassadorial nominations. This singular focus on the Defence Minister position highlights the administration’s intent to place national security at the forefront of its priorities. His predecessor, Abubakar Badaru, had recently resigned from the position. While the circumstances of this departure remain a subject of discussion, the immediate priority is clearly the strategic leadership of the defence sector. Furthermore, observations have been made regarding the profile of the Minister of State for Defence, Bello Matawalle, suggesting a potential reevaluation of his role may be timely.

The backdrop to General Musa’s appointment is a national security landscape fraught with significant and escalating threats. The Tinubu administration has inherited and continues to grapple with what many describe as existential insecurity challenges. Across the nation, Nigerians and international observers alike have expressed overwhelming fears and anxieties stemming from a relentless wave of violence.

Massive bandit attacks continue to plague various regions, leading to widespread displacement and economic disruption. The education sector has been particularly hard-hit, with numerous school closures and a distressing increase in abductions targeting students and teachers. Attacks on places of worship have also become alarmingly frequent, further exacerbating inter-communal tensions and eroding public trust. These incidents collectively paint a picture of a nation under severe strain, with the relentless nature of these threats proving deeply unnerving for the populace.

The gravity of the situation has not gone unnoticed by the international community. Some foreign interests have voiced profound concerns, interpreting the scale and nature of the killings as indicative of sectarian genocide, a designation that carries significant geopolitical implications.

In direct response to this escalating crisis, President Tinubu has declared a wide-ranging national security emergency. This declaration underscores the administration’s recognition of the severity of the situation and its commitment to deploying all necessary resources to address it.

General Musa’s appointment as Defence Minister therefore comes with immense responsibility and heightened expectations. As a seasoned military leader, he is tasked with spearheading the nation’s defence strategy and coordinating efforts to restore peace and stability.

Prior to this crucial development, the nation’s defence and security matters were, at times, characterized by a notable misalignment. The oversight of these critical areas by civilian ministers, who lacked direct distinguished experience in defence, often led to professional security and national defence decisions being subjugated to political considerations. Furthermore, there were instances where the urgency and expediency of certain security situations, and the decisive orders they necessitated, may not have been fully appreciated by the civilian leadership. This created a gap between strategic intent and operational execution, hindering effective responses to evolving threats.

It is against this backdrop that the President’s decision to replace the previous minister, Badaru, with General Musa is deemed precisely on target. The current state of insecurity demands a direct and seamless synergy between ministerial bureaucracy and the command-and-control structure inherent in our defence establishment. General Musa’s appointment is specifically designed to inject this much-needed synergy and decisive urgency into the national security framework.

General Musa assumes this critical role with an immediate mandate to “hit the ground running.” The expectation is clear: he cannot afford to pass the buck. His primary responsibility is to translate the President’s profound anxiety regarding the nation’s security into tangible, demonstrable outcomes. The paramount objective is to ensure that, in the shortest possible time, all Nigerians can resume a life of safety and security, irrespective of their faith, location, region, or ethnicity. This objective aligns directly with the President’s inaugural promise on May 29, 2023, where he pledged to make security a top priority and committed to “effectively tackle this menace, we shall reform both our security doctrine and its architecture.”

Achieving this ambitious goal necessitates a fundamental change in strategies. The methods employed must keep pace with the increasing sophistication of those who seek to destabilize the nation. While recent declarations of emergency in the security sector represent a positive political statement, translating these aspirations into practical, effective measures will demand unwavering commitment and arduous work. This is precisely where the appointment of General Musa becomes pivotal. His leadership is expected to be the catalyst for transforming declarations into concrete actions, ensuring that the nation’s security posture is robust, responsive, and ultimately, successful in restoring peace and stability.

At the core of a stable and democratic society lies the robust capacity of its primary law enforcement agency. We firmly advocate for the comprehensive strengthening of the Nigeria Police Force (NPF). This reinforcement must be multi-faceted, encompassing significant enhancements in both its professionalism and structural integrity. A truly effective and efficient police force, equipped with adequate training, modern resources, and an unwavering commitment to ethical conduct, is indispensable. Such a fortified NPF would be empowered to consistently fulfill its constitutional mandate of maintaining law and order, thereby reducing the perceived need for extensive military intervention in civilian matters.

However, even the most well-equipped security apparatus will struggle if fundamental systemic weaknesses persist. A profoundly concerning impediment to achieving lasting security is the reported practice of political office holders, at various levels, engaging in ambiguous negotiations and “hazy deals” with criminal elements. This insidious collaboration undermines the rule of law, emboldens perpetrators, and erodes public trust in governance. It is unequivocally clear that this practice cannot be tolerated if we are to make meaningful progress in addressing the pervasive insecurity challenging our nation. On this critical point, the position held by figures like Musa, and indeed by the vast majority of Nigerians, is in absolute alignment: such dealings must cease immediately and decisively.

The President bears an overarching responsibility to the nation as a democratic state. A fundamental pillar of democratic life, and indeed a non-negotiable right for all citizens, is freedom from the fear of insecurity. The protection of life and property is not merely an expectation but a critical requirement for any democratic government and a testament to its national sovereignty. When citizens live in perpetual fear, the very fabric of society begins to unravel, hindering economic development, social cohesion, and political stability.

As we navigate these complex security landscapes, the focus must remain steadfast on implementing sustainable solutions that address both the symptoms and root causes of insecurity. This involves not only enhancing our security forces but also fostering good governance, upholding the rule of law, and ensuring accountability across all levels of leadership.

We extend our best wishes to the General in his arduous assignment, trusting that his leadership will contribute significantly to establishing a secure and prosperous Nigeria for all.
